Remodeling for Energy Efficiency in Panama: What the Rules Actually Require
Panama has real building-efficiency standards on the books. But if you’re renovating an existing house rather than building new, the rules — and the smart money — work differently than you’d think.
A quick note before we get into this one: we haven’t remodeled a Panama house ourselves yet, so this article is research-based, not firsthand. It’s built from Panama’s actual regulations, government announcements, and industry sources — the kind of research we’re doing right now as we think about what an older-home renovation here would involve.
If you’re thinking about buying an older home in Panama and remodeling it, there’s an issue that deserves more attention than the countertops, the bathrooms, or even the pool: how much will the house cost to keep cool?
In Panama’s tropical climate, energy efficiency isn’t primarily about keeping a house warm. It’s about keeping heat out of the house in the first place — and then removing whatever heat and humidity get in anyway. That makes the roof, windows, insulation, shading, and air-conditioning system some of the most consequential decisions in a renovation.
Panama does have energy-efficiency standards for buildings. But if you’re remodeling an existing house, “the rules” are more layered than simply meeting the current code. Here’s what we found.

Yes, Panama Has Energy-Efficiency Standards
Panama established a national framework for energy efficiency through Law 69 of October 12, 2012 — the UREE law, short for Uso Racional y Eficiente de la Energía (Rational and Efficient Use of Energy). That law led to standards covering both buildings and energy-consuming equipment.
The current standard is the Reglamento de Edificación Sostenible (RES), Version 2.0 — Panama’s Sustainable Building Regulation. It was approved by the Junta Técnica de Ingeniería y Arquitectura (JTIA) through Resolution No. 002 of January 13, 2023, published in Gaceta Oficial No. 29,726 on February 23, 2023, and it became effective August 1, 2023. It covers energy efficiency in building envelopes, air conditioning, lighting, and other systems.
Panama’s Building-Efficiency Framework, at a Glance
Worth knowing: RES V.1 was approved back in 2019 and was written to be reviewed after two years. RES V.2 is the product of that review cycle — which means a future revision isn’t hypothetical. It’s the pattern.
Remodeling an Older House Doesn’t Automatically Mean Meeting Today’s Full Standard
This is where people can make a wrong assumption in either direction.
The regulatory history of Panama’s sustainable-building rules has focused heavily on new construction. The 2023 RES itself notes that the earlier national sustainable-building guide was adopted for the construction of new buildings. Panama’s national energy-efficiency strategy also distinguishes between its sustainable-building regulation and future or additional energy-performance regulations for existing buildings — among the strategy’s stated actions are developing energy-performance regulations for existing buildings and components, and energy certification for both new and existing buildings.
That means you shouldn’t assume that buying a 20- or 30-year-old house and remodeling the kitchen suddenly requires rebuilding the entire house to current RES standards.
On the other hand, don’t assume “it’s only a remodel” means there are no rules. What you’re actually doing matters, and so does the municipality where the property sits.
Which Permits Your Remodel Actually Needs
In Panama City, the municipal Dirección de Obras y Construcciones (DOYC) runs a streamlined permit process for many kinds of residential remodeling: the Permiso de Construcción Visto Bueno (PCVB), authorized under Chapter X of Municipal Agreement (Acuerdo) 193 of December 21, 2015.
Work that can fall within the PCVB process includes:
- Changing a roof covering or roof structure
- Replacing doors and windows
- Installing or changing lighting and electrical outlets
- Floors and wall coverings
- Ceilings
- Façades
- Gypsum walls and block walls
- Other cosmetic and finish-level improvements
Two categories are specifically excluded from the simplified PCVB process and require a different, more involved approval: structural modifications, and changes to a building’s wet fire-suppression system. If your remodel touches either one, expect a longer, plans-review process rather than the streamlined Visto Bueno track.
The Visto Bueno Permit (PCVB), at a Glance
So before a contractor starts knocking down walls or swapping windows, ask the architect or engineer responsible for the project a very specific question: which permits and approvals does this particular scope of work require? Don’t rely solely on “we do this all the time” from a contractor — the permit category depends on the actual work, not on how routine it feels.
A New Environmental Guide for Smaller Renovations
There’s a more recent development worth knowing about. In April 2025, Panama’s Ministry of Environment (MiAMBIENTE) approved a Guía de Buenas Prácticas Ambientales para Actividades de Reformas y Construcciones de Edificaciones Menores — a Good Environmental Practices Guide covering renovations and smaller construction projects — through Resolution No. DM-0112-2025 of April 1, 2025.
The guide is a streamlined alternative to a full environmental-impact study for qualifying improvement, rehabilitation, remodeling, and small new-construction projects considered low environmental risk, generally in areas that are already developed and served by basic utilities. Rather than a lengthy environmental permitting process, a promoter files a memorial and sworn declaration with MiAMBIENTE, which has roughly eight business days to accept or reject the filing; once approved, the promoter files environmental-compliance reports roughly every six months.
One Detail We Couldn’t Independently Confirm
Some secondary sources describe specific size limits (floor count, square meters) for which projects qualify under this guide. We weren’t able to verify those exact thresholds against the guide’s own text closely enough to state them with confidence, so we’re leaving them out rather than guessing. Ask your architect or engineer to confirm eligibility directly against the current MiAMBIENTE guide for your specific project.
That’s another reason your architect or engineer should determine applicable requirements before construction begins — not after you’ve already hired workers and ordered materials.
Legal Requirements Are Only Half the Story
Here’s where we think people moving to Panama can make an expensive mistake. Don’t ask only, “what does Panama require me to do?” Also ask, “what should I do while the house is already torn apart?”
Those are two different questions. An older house can be perfectly legal and still be terribly inefficient. If you’re already replacing ceilings, renovating rooms, changing windows, installing air conditioners, replacing a roof, or doing a major electrical upgrade, that’s the moment to correct those problems — because doing it later can mean tearing apart work you just paid to finish.
Start With the Roof
If you’re renovating a single-family home in Panama, the roof deserves serious attention. Tropical sun heats a roof dramatically during the day; that heat transfers into the attic or ceiling space and eventually into the living areas below — and your air conditioners have to remove it.
Panama’s sustainable-building push specifically emphasizes passive measures like reducing solar heat entering buildings and improving insulation in roofs and walls. A JTIA commission coordinator overseeing RES training has publicly described the goal as reducing electricity consumption by roughly 15% to 20% through passive design measures and better wall and roof insulation. That’s a stated program target, not a guarantee for any individual house — actual savings depend on construction, orientation, AC use, occupancy, equipment, and other factors.
It’s also worth knowing just how large a share of the bill air conditioning already represents in Panama. A World Bank analysis of energy efficiency in Central America has cited Panamanian government studies estimating that air conditioning accounts for roughly 40% of the country’s electricity consumption — with AC ownership growing at an estimated 10% to 11% a year. In a country where cooling already dominates the electric bill, a roof that’s doing its job passively isn’t a nice-to-have.
If you’re replacing a roof anyway, ask the architect to evaluate the best roof assembly for that particular house to minimize heat transfer and manage moisture — insulation, radiant-control strategies, ventilation, reflective roofing materials, or some combination. Don’t simply copy what worked on a house in Florida; Panama’s climate, construction practices, materials, and the specific design of the house all matter.
Windows Can Be Beautiful — and Expensive to Cool
Large windows overlooking a garden or pool sound wonderful. Large west-facing windows catching direct afternoon tropical sun may be less wonderful when the electric bill arrives.
Window performance involves more than single- versus double-pane glass. For a Panama house, the important considerations include solar heat gain, orientation, glass specifications, exterior shading, roof overhangs, awnings, covered terraces, and how much direct sunlight actually reaches the glass. Panama’s efficiency framework sets minimum standards for products including glass used in buildings and thermal insulation, alongside several categories of air-conditioning equipment and LED lighting.
Sometimes the best solution isn’t an extraordinarily expensive window — it’s preventing the sun from hitting the window in the first place.
Shade Is One of the Cheapest Air Conditioners You’ll Ever Buy
Deep roof overhangs, covered patios, exterior shades, landscaping, shutters, and properly positioned trees reduce direct solar gain without consuming a watt of electricity. That doesn’t eliminate the need for air conditioning in Panama — it reduces how hard the air conditioner has to work.
This matters especially when you’re evaluating a house before buying it. Look at its orientation. Where does the morning sun hit? More importantly, where does the late-afternoon sun hit? A beautiful wall of glass can look completely different at 5:00 p.m. than it did during a 10:00 a.m. showing — if you’re seriously considering a house, visiting at different times of day isn’t a bad idea.
Air Conditioning: Efficiency Matters, but So Does Sizing
Air conditioning will likely be one of the largest energy users in a Panama home, particularly for anyone accustomed to keeping a house at a typical North American indoor temperature. Panama’s efficiency program includes standards for several types of AC equipment: central systems, window units, split and mini-split systems, and inverter split systems.
For many remodeled homes, high-efficiency inverter split or mini-split systems can make considerable sense — one advantage being zoning, so you’re not cooling an unused guest bedroom to the same temperature as the primary bedroom. One contractor-facing analysis, citing a 2023 ETESA (Empresa de Transmisión Eléctrica) study, put the reduction in AC-related consumption from inverter equipment versus conventional equipment of the same capacity at roughly 35% to 48% — a wide range, and one we’d treat as directional rather than a number to bank on for a specific house.
Bigger Isn’t Automatically Better
An oversized air conditioner can cool a room quickly but cycle in ways that manage humidity poorly. In Panama you’re dealing with both temperature and humidity. Ask whoever designs the mechanical system to calculate the actual cooling requirements, rather than simply replacing an old 24,000-BTU unit with another 24,000-BTU unit because “that’s what was there.”
Don’t Forget Humidity
People moving from humid parts of the United States already understand humidity. Panama can take it to another level. Controlling moisture isn’t only about comfort — persistent indoor humidity can contribute to mold, mildew, odors, and deterioration of furnishings.
That means a renovation strategy should treat the house as a system: roof, walls, windows, ventilation, air sealing, air conditioning, and moisture management, all connected. Making an older house substantially tighter reduces unwanted hot, humid air infiltration — which is good — but it also means ventilation and humidity control deserve more attention, not less. This is another reason to involve an architect or engineer familiar with hot-humid tropical construction, rather than treating energy efficiency as an appliance-shopping exercise.
Should You Replace All the Windows?
Not necessarily — this is where a cost-benefit analysis matters. If existing windows are in poor condition, leak badly, offer little security, or are being replaced for architectural reasons anyway, upgrading their energy performance makes sense.
If you have perfectly serviceable windows protected by deep overhangs that receive little direct sunlight, replacing every one solely to reduce electricity use may have a very long payback period. Spend money where it produces meaningful results — for one house that may be the windows; for another, the roof and air conditioning; for another, exterior shading and sealing major air leaks.
What About Solar Panels?
A major renovation is also a good time to at least consider whether you might eventually want solar photovoltaic panels — even if you don’t install solar immediately. The renovation may be a chance to evaluate roof orientation, available unshaded roof area, roof condition and remaining life, electrical-panel capacity, conduit routes, space for future electrical equipment, and whether the roof structure can support a future system.
Panama’s national energy-efficiency strategy specifically identifies incorporating solar thermal and photovoltaic renewable energy into both new and existing buildings as a policy objective. Whether solar makes financial sense for a given house is a separate calculation — consumption, electric tariff, system cost, roof characteristics, maintenance, and interconnection rules all matter. But it’s far easier to make a house solar-ready while it’s already open than to discover years later that the electrical or roof work has to be redone. Appliances Matter Too — Just Not First
Panama’s efficiency rules aren’t limited to buildings. Minimum standards also exist for equipment including residential refrigerators, air conditioners, LED lighting, televisions, motors, thermal insulation, and building glass. When furnishing an entire house, the gap between efficient and inefficient equipment adds up.
Still, we’d put the priorities roughly in this order for a major Panama renovation:
- Keep unnecessary heat out — roof, walls, shading, glass.
- Install an efficient, properly sized cooling system.
- Reduce smaller electrical loads where practical.
Buying an efficient refrigerator is good. Buying an efficient refrigerator while your uninsulated roof radiates tropical heat into the house all afternoon misses the bigger problem.
Before Buying the House, Get an Energy Assessment
If you’re looking at an older home that will require substantial renovation, consider having an architect, engineer, or other qualified professional evaluate energy performance as part of the pre-purchase or pre-renovation assessment. Questions worth answers to:
- How is the roof constructed, and is it insulated?
- Where is the greatest solar exposure?
- Which windows receive significant direct sun?
- Can exterior shading be added?
- What condition are the existing air conditioners in, and are they properly sized?
- Are there obvious air-leakage problems?
- Is indoor humidity being controlled effectively?
- Does the electrical system need upgrading?
- Would the house be a reasonable candidate for solar?
- Which energy improvements make sense while other construction is already underway?
- Which upgrades are unlikely to pay for themselves?
That last question matters. Energy efficiency shouldn’t become an excuse to spend $50,000 to save $500 a year.
Build an Energy-Efficiency Budget Into the Remodel — Don’t Bolt It On
Suppose you find an older Panama City house you love, and you plan to replace the roof, renovate the kitchen and bathrooms, install new flooring, replace several windows, and put in new air conditioning. Don’t treat energy improvements as a separate project — build them into the renovation design from the start.
If the ceiling is already coming down, that’s the time to investigate insulation. If you’re already replacing windows, that’s the time to evaluate solar performance. If you’re upgrading the electrical panel, that’s the time to think about future solar, EV charging, additional AC equipment, or backup power. If you’re replacing the roof, that’s the time to consider insulation and future photovoltaic panels. The incremental cost of doing something during an existing renovation is almost always dramatically lower than opening everything back up later.
Three Questions for Your Architect
“Which parts of this project are legally required to comply with Panama’s current energy-efficiency standards?”
“Even where the standards aren’t mandatory, which RES recommendations would make economic sense for this specific house?”
“What can we do now that would be much more expensive to do after the renovation is finished?”
Those three questions separate code compliance, good design, and future planning. They’re not the same thing.
A Note About Municipal Rules
Construction permitting in Panama involves municipal authorities, and requirements can differ depending on where the property is located and the scope of work. The RES itself recognizes the role of municipalities in formally incorporating sustainable-building requirements into their own permitting procedures.
Don’t assume the permitting experience for a house in Panama City will be identical to one in Boquete, Coronado, or another municipality. Have the project’s qualified architect or engineer verify current requirements for the specific property and proposed work.
Our Take
When we think about eventually buying and remodeling a home in Panama, energy efficiency isn’t something we’d treat as an environmental luxury. It’s a comfort and operating-cost issue. We’re not interested in sitting in a beautifully remodeled house sweating because running the air conditioning costs a fortune.
At the same time, we wouldn’t spend money on every energy-efficiency upgrade available just because it exists. The goal would be identifying the improvements that make sense for that particular house. Based on everything above, our own priority list would likely be the roof and insulation, solar heat entering through windows, exterior shading, efficient inverter air conditioning, humidity control, and preparing the electrical system and roof for possible future solar — with that analysis done before the remodeling plans are finalized, not after.
Because once the new ceilings are installed, the walls are painted, the roof is finished, and the landscaping is complete, fixing an energy-efficiency mistake becomes a lot more expensive.
The Bottom Line
Panama has a national framework for energy-efficient and sustainable buildings, including the Reglamento de Edificación Sostenible V.2, approved in January 2023 and in effect since August 2023. But remodeling an older home doesn’t automatically mean the whole house must be rebuilt to current new-building standards — what applies depends on the project, the specific work being performed, and the municipality.
That’s the legal side. From a homeowner’s perspective, there’s a more useful question: if you’re already spending the money to remodel a house in Panama, what can you do now to make it substantially more comfortable and less expensive to operate for the next 10 or 20 years? That’s where energy-efficient remodeling gets interesting — and in a country where you’re working against tropical heat and humidity nearly every day of the year, it’s a question worth asking before the first wall comes down.
